There is no real difference other than that one was certified to be exportable and the other was not. In terms of capabilities they are identical.

Armasight CO-MR-HDi clipon typically uses Photonis Gen 2 tubes with qualifications matching the specifications for HD. This is not guaranteed however as they may use tubes from other suppliers if they satisfy the same specs.
